By using monetary and fiscal stimuli it would be possible to manage the infrastructure. Up keeping the national logistics infrastructure from ports, to rail, to airways  can clip interface  and roads will be in the best interest of the nation as a whole. And since rail and road transport take up the highest share of the pie it is necessary that these be given priority and be looked at first. a perfect system will be able to increase efficiency and decrease cost simultaneously.
